역대 최악의 미세먼지가 또다시 한반도를 덮쳤다. 14일 환경부에 따르면 이날 오후 8시 기준 서울의 초미세먼지 농도는 126㎍/㎥로 2015년 관측을 시작한 이래 최악 수준으로 나타났다. 환경부가 초미세먼지 농도를 측정하기 시작한 2015년 이래 지금까지 서울의 하루 평균 농도가 가장 높았던 날은 99㎍/㎥를 기록했던 지난해 3월 25일인데 이를 훌쩍 뛰어넘은 것이다.
The Korean peninsula has been enduring the worst wave of fine dust for record long days with the ultrafine particles, smaller than 2.5 micrometers in diameter, reaching 126 micrograms per cubic meter (㎍/㎥) as of 8 pm Monday, the highest measurement since the pollutant has been tracked from 2015, according to the Ministry of Environment.
미세먼지 농도 역시 서울 일평균 188㎍/㎥로 올해 들어 가장 높았다. 미세먼지 상황이 최악으로 치달으면서 서울시는 이달 13일, 14일에 이어 15일에도 사흘 연속 미세먼지 비상저감조치를 내렸다. 이에 따라 15일에도 오전 6시부터 오후 9시까지 경기도 연천군 등 일부 지역을 제외한 수도권 지역에 미세먼지 비상저감조치가 시행된다.
The level of fine dust in Seoul averaged at 188 ㎍/㎥ on Monday, beating the previous record level of 99 ㎍/㎥ in Seoul on Mar. 25, 2018. The anti-dust measures were enforced from 6 am to 9 pm on Monday for Seoul and its surrounding areas with the exception of Yeoncheon and other several regions in Gyeonggi Province.
미세먼지 비상저감조치는 서울 인천 경기 등 수도권 중 2곳 이상에서 미세먼지 평균 농도가 당일(0시~오후 4시) 50㎍/㎥를 초과하거나 다음 날 50㎍/㎥ 초과가 예보될 경우 내려진다. 수도권 비상저감조치가 사흘 연속으로 시행된 것은 2017년 비상저감조치를 도입한 이래 처음 있는 일이다.
Such measures introduced in 2017 are taken when fine dust levels exceed 50 ㎍/㎥ for two consecutive days. It marks the first time that the government has taken reduction measures for three consecutive days.
서울에서는 2005년 이전 수도권에 등록된 총중량 2.5t 이상 경유차량 약 32만대를 대상으로 차량 운행 제한 조치를 시행했다. 위반 시 과태료 10만원이 부과되며 저공해 조치를 이행한 차량은 운행 제한 대상에서 제외된다. 서울시 소속 행정•공공기관 차량, 소속 임직원 차량 운행의 전면 금지와 서울시 행정•공공기관 주차장 434개소 폐쇄도 계속된다.
Seoul banned about 320,000 old diesel vehicles weighing 2.5 tons or above registered before 2005 from the road for the third consecutive day as part of its emergency measures to fight fine dust. Half of public vehicles are also grounded during the day. The measures offer little comfort.
해당 조치에도 불구하고 14일 오전 전국적으로 대기질은 개선되지 않았다.
The National Institute of Environmental Research (NIER) said the situation would not get any better throughout the morning of Monday across the country.
서울시는 미세먼지 저감을 위해 다음달부터 차량 운행 제한 조치를 확대 실시한다. 휘발유와 가스차 등 모든 노후차량의 운행이 전면 중단되며, 이러한 미세먼지 저감조치로 운행이 제한되는 노후차량은 전국 등록 차량의 12%에 이른다.
Seoul hopes its stricter rule that will ban more vehicles from entering Seoul starting next month would help dilute the level of fine dust. The metropolitan government earlier this month announced an administrative act that will ban all aged vehicles – gasoline, liquefied petroleum gas and diesel – rated Grade 5 under emissions standards from entering Seoul and the surrounding areas when fine dust warning is issued in the city starting Feb. 15. The aged cars subject to the new rule are 2.7 million vehicles.
정부는 국민 건강에 위협이 되는 미세먼지 문제를 해결하려 수년 째 골머리를 앓고 있다. 석탄화력발전을 줄이고 제철소 등을 대상으로 대기오염 물질 배출 기준 또한 강화했지만, 미세먼지 농도는 갈수록 악화되는 상황이다.
The country has been grappling with the worsening find dust pollution that has become a growing health threat to people for years. To combat that, the Korean government has also introduced a slew of measures including a policy to wean the country off fossil energy. It has also toughened emission standards for air pollutants of fine-dust producing businesses such as coal-fired power plants and steelmaking facilities.
