사우디 국영기업이자 세계 최대 석유 기업인 아람코가 17일 주식 1.5%를 매각한다고 발표하고 기업공개(IPO) 절차를 본격화하면서 국내 산업계에 아람코발(發) '제2의 중동 특수' 기대감이 높아지고 있다.
Korean companies with interests and business with Saudi Arabia’s state-owned oil giant Saudi Aramco due to become the most valuable company in the world have their hopes up for more business opportunities in a second boom in the Middle East kingdom that has added hard cash to its oil riches.
사우디 정부는 아람코 상장을 통해 단계적으로 마련하는 자금을 석유화학, 조선, 플랜트, 건설 등 사우디가 석유 의존형 경제에서 탈피하기 위해 추진하고 있는 '비전 2030' 프로젝트에 투입할 계획이다.
In the world’s most closely-watched IPO, Aramco offered to sell a stake of 1.5 percent, or 3 billion shares, in what would be the world’s biggest-ever initial public offering, with an aim for a valuation of up to $1.7 billion. It set the offering price at between 30 and 32 Saudi riyals (between $8 and $8.52) a share, and the company plans to use the proceeds mostly in carrying out the Vision 2030 projects.
사우디의 비전 2030은 장기적으로 줄어드는 원유 수요와 관련이 있다. 사우디 실세인 빈 살만 왕세자가 지난 2016년 4월 제시한 이 정책의 핵심은 석유 의존형 산업구조를 제조업과 금융, 문화와 관광산업 중심으로 변화시키는 것이다.
Saudi’s Crown Prince Mohammed bin Salman, the first in line to the throne, in 2016 has been pursuing “Saudi Vision 2030,” an ambitious plan aimed at transforming the oil kingdom’s overall industry structure, leading to a series of large-scale construction and infrastructure project orders.
한국 기업 상당수가 사우디와 비전 2030과 관련된 업무협약을 맺은 만큼 아람코 상장이 사우디 정부의 실질적 투자로 이어질 수 있을 것이라는 분석이 나오고 있다. 1970년대 한국이 값싼 노동력을 제공해 오일 머니를 벌어들였다면 지금은 앞선 기술력으로 '아람코 머니'를 끌어들이겠다는 것이다.
Korean companies with IT edge have been aggressively seeking for a new boon in the Middle East region where they had raised wealth to finance the industrialization and modernization in their home country in 1970s and 1980s.
국내 기업 중 아람코와 가장 앞서서 협력을 추진하고 있는 곳은 현대중공업이다. 지난 8일 유럽위원회는 현대중공업과 아람코의 선박 엔진 합작법인 설립을 승인했다. 사우디 내 엔진 제조와 애프터서비스(AS) 등을 지원하게 되는 합작법인 설립은 지난 6월 무함마드 빈살만 왕세자 방한 당시 MOU로 추진됐던 사안이다.
Hyundai Heavy Industries, a traditional heavyweight in the country, has been most eager. As part of the $8.3 billion agreements made during the June two-day visit to Korea by Saudi Arabia’s de facto leader Crown Prince Mohammed bin Salman, Hyundai Heavy Industries is building a joint-venture with Saudi Aramco that will manufacture vessel engines in Saudi Arabia.
현대중공업과 아람코는 사우디 최대 조선소 건립도 함께 진행하고 있다. 현대중공업은 선박 엔진 합작법인 설립을 시작으로 조선, 정유, 석유화학으로 협력 분야를 넓히는 협약까지 체결했으며 이를 통해 향후 중동 시장 사업 확장에 나설 계획이다.
They also have agreed on building of a shipbuilding plant, which would be the largest in the Middle Eastern country. Hyundai Heavy Industries is expanding ties with Aramco further to shipbuilding, refinery and petrochemicals in hopes of raising its presence in the Middle East, a company official said.
삼성물산은 지난달 사우디아라비아와 키디야 프로젝트 업무협약(MOU)을 맺고 사우디의 '비전 2030'에 뛰어들었다. 키디야 프로젝트는 사우디 수도 리야드에서 45㎞ 떨어져 있는 사막 지대를 대규모 엔터테인먼트 복합단지로 건설하는 사업이다.
Samsung C&T, the construction unit of South Korea’s top conglomerate Samsung Group, also has signed a memorandum of understanding with Saudi Arabia to join a mega project to create the world’s biggest entertainment city in the desert across the country.
사우디는 이곳에 2035년 완공 목표로 테마파크, 워터파크 등이 포함된 복합단지와 쇼핑몰, 신도시 등을 건설한다는 계획인데 수십조 원에서 많게는 수백조 원에 달하는 사업비가 투입될 전망이다.
The Qiddiya Project is a large-scale project to establish an entertainment complex in a desert located 45 kilometers away from Riyadh. The Saudi Arabian government will spend $8 billion to build cutting-edge entertainment facilities that will feature a theme park, a water park and indoor ski slopes, as well as hotels and a shopping mall.
사우디가 각종 정보기술(IT)이 복합된 스마트시티 건설을 원하고 있는 만큼 향후 삼성전자 및 삼성SDS 등의 기술 협력으로도 이어질 수 있다는 전망까지 나온다.
Samsung expects the project would also lead its other affiliated units like Samsung Electronics and Samsung SDS to form technological partnerships in the country.
현대자동차도 지난 6월 수소에너지•탄소섬유 소재를 개발하고 미래차 관련 산업에서 전략적으로 협력을 강화한다는 내용의 업무협약을 체결했다. 업계에서는 현대차와 아람코의 MOU가 갖고 있는 상징성이 크다고 보고 있다. 현대차는 수소차를 개발한 앞선 기술력으로 아람코로부터 수소경제와 관련된 투자를 유치할 수 있고, 아람코는 석유를 대체할 수 있는 미래 연료로 각광받는 수소 분야 기술과 인프라스트럭처를 얻을 수 있어서다.
Auto-making Hyundai Motor has also teamed up with Saudi Aramco for strategic partnership in the development of hydrogen energy and carbon fiber materials and cooperation for future mobility. Industry insiders pin high hopes on the partnership as both companies could benefit from it – massive investment to Hyundai Motor and technological prowess in hydrogen fuels, the next energy source after oil, to Saudi Aramco.
지난달 아람코 임직원들이 비공식적으로 한국을 방문했다. 한국의 벤처 지원 시스템을 벤치마킹하고, 투자 대상도 물색하기 위해서였다. 당시 아람코 관계자들과 만난 안영일 팁스타운 센터장은 "아람코는 자국 내에서 벤처기업 지원을 위한 회사를 설립하고 있다"고 전했다. 실제로 아람코 관계자들은 지난달 삼성전자를 방문, 벤처 육성 프로그램 'C랩'도 둘러본 것으로 알려졌다.
Last month, Saudi Aramco officials visited Korea in search of business ties and opportunities in Korean ventures. Saudi Aramco has been establishing a company to nurture startups in Saudi Arabia, and the officials stopped by Samsung Electronics to look over the company’s startup incubation program.
김현태 에너지기술평가원 자원개발 프로그램 디렉터는 "셰일가스 등장으로 '오일 파워'가 약해지면서 사우디 정부는 지속가능한 경제 성장을 위해 대전환을 노리고 있다"며 "한국의 앞선 기술력이 사우디 입장에서 상당한 매력이 될 수 있다"고 말했다.
“Saudi Arabia is seeking for a transformation for sustainable economic growth. Korea’s technological edge could be a serious appeal to the country,” said an official at the Korea Institute of Energy Technology Evaluation and Planning.
