남동발전이 석탄건조설비사업을 추진하는 과정에서 특정 업체에 위법한 특혜를 제공하는 등 방만하게 사업을 운영한 것으로 드러났다. 그 결과 석탄건조설비는 407억원에 달하는 손실을 냈다.
Korea South-East Power Co. (KOEN), a subsidiary of state-run utility firm Korea Electric Power Corp., has incurred losses of 40.7 billion won ($35.9 million) from favoritism and heedless management.
8일 산업부의 '남동발전 석탄건조설비사업 조사 및 처분결과'에 따르면 남동발전은 해당 사업이 사업성이 없다는 것을 알면서도 부당하게 업무를 추진한 사실이 밝혀졌다.
According to an investigation by the Ministry of Trade, Industry and Energy on Monday, the state power company rigged the feasibility score of the project to set up a coal-drying facility and gave preferential treatment to its business partner.
산업통상자원부는 특정 조사를 통해 남동발전 현직 전무를 비롯해 36명에 대해 해임 등 중징계 요구했으며 사법당국에 수사를 의뢰했다.
The ministry called for disciplinary measures against 36 related officials of the company and requested for a prosecutorial probe into the case.
석탄건조설비는 수분이 많은 저급 석탄을 건조해 발전에 활용하기 위한 장비다. 남동발전은 2013년 한국테크놀로지로부터 260억원 규모의 석탄건조설비사업을 제안받고 사업계약을 체결했다. 사업계획 당시 이 사업의 경제성평가는 0.61로 사업성이 없는 것으로 나왔다. 하지만 남동발전은 의도적으로 사업비를 140억원으로 축소해 경제성평가 지표를 1.05까지 끌어올렸다.
A coal drying system is used to dry high-moisture and low-grade coals to use them in power generation. The business cost was originally estimated at 26 billion won when Hankook Technology Inc. proposed the project to KOEN in 2013, but it turned out to be economically infeasible as it received feasibility score of 0.61. Then the power company cut the business expense almost in half to 14 billion won to raise the score to 1.05.
계약 이후에는 축소한 사업비 중 94억원을 편법으로 증액해 해당 업체에 특혜를 줬다. 또 성능평가를 할 때 한국테크놀로지에서 제작한 설비의 실측 열원은 설계 열원의 절반에 불과했지만, '시험 성공'으로 결론을 냈다.
After signing the business contract, it illegally increased the expense by 9.4 billion won. It also concluded the system of Hankook Technology was acceptable although it tested just half of the facility during the performance assessment. The state-owned power firm was also under fire in August for smuggling North Korean coal into the country disguised as Russian products, violating the United Nations resolution banning any shipment of North Korean coal, iron ore and other mineral resources as sanctions.
