30일 66차 유엔NGO컨퍼런스가 열린 경북 경주시 경주화백컨벤션센터의 한 강의실. 한비야씨(58)가 ‘지구집’이라는 말을 꺼내자 객석에서 탄성이 나왔다. “ ‘시리아 방’의 창문이 깨지면 찬 바람이 내 방 거실까지 들어와요. ‘시에라리온 방’이 에볼라의 침입을 받으면 그것도 우리집 문제죠. ‘네팔 방’에 지진이 났을 때 우리가 도와야 하는 건 돈이 더 많거나 우월해서가 아니라 ‘우리집’의 일이기 때문이에요. ‘한국 방’에 문제가 생기면 다른 방 식구들도 도와주겠죠?” 강연이 끝나자 강의실이 박수소리로 가득찼다. 한 여학생은 강연이 끝나자마자 자리에서 벌떡 일어나 박수를 쳤다.

긴급구호활동가 겸 작가 한비야씨는 이날 월드비전의 ‘세계시민학교 교장’ 선생님이자 컨퍼런스 홍보대사로 강연에 나섰다. 한국과 미국, 인도, 사우디아라비아, 러시아, 나이지리아, 방글라데시, 자메이카, 호주 등 다양한 국적의 청년 40여명이 세계시민교육을 배우고 고민하기 위해 한 자리에 모였다. 구호활동을 펼치던 한씨는 어떻게 하면 ‘나’에 갇혀있는 사람들의 마음을 ‘우리’로 넓혀볼까 고민하다 2006년 광고출연료 1억원을 종잣돈으로 2007년 ‘세계시민교육’ 프로그램을 시작했고 2011년부터 세계시민학교교장으로 활동하고 있다. 용어조차 생소했던 이 프로그램엔 9년동안 벌써 165만명이 넘게 참여했다. 강연 후 한씨를 만났다.

-‘지구집’이라는 개념이 흥미로웠다.
“세계시민을 어떻게 하면 쉽게 설명할 수 있을까 고민했다. (영어로 하면)‘Education for global citizenship’인데 이것을 어떻게 하면 쉽게 전달할 수 있을까. 중학생들에게 네팔 이야기를 하다가 ‘네팔이 우리나라랑 무슨 상관 있어요?’라고 묻길래 지구를 집에 비유해서 설명했더니 아이들이 금방 이해했다. 이거구나 싶었다. 우리가 빚을 졌다거나 여유가 있어서 다른 나라 문제를 고민하는게 아니라 ‘지구집 식구들’의 일이기 때문에 함께 힘을 모으자는 것이다. 함께 기도하고 응원하는 것도 식구들을 돕는 것이다. 지구에서 태어났다고 세계시민이 아니고 이런 의식이 있는 사람이 세계시민이다.”
-여러 국적의 청년들과 만났는데 어땠나
“청년들은 다 꽃봉오리다. 어떤 꽃으로 필지 모르지만 그 안에 열정과 힘이 있다. 강연이 시작하자 청년들이 고개를 드는데 아름다운 꽃이 활짝 피는 것 같았다. 정말 아름다웠다. 세계시민에 대해 얘기할 때 청년들이 주체가 돼야 한다. 우리나라는 입시 이야기를 할 때 당사자들은 빼놓고 얘기한다. 1교시 시간을 논의하면서 정작 학생들에게 묻지 않는다. 오늘 만난 청년들은 질문을 받았다는 것만으로도 큰 의미를 느낄 것이다. 학생들에게 3가지를 꼭 말하고 싶었다. 하나는 말로만 하는 교육과 행동으로 하는 교육은 다르다는 것. 둘째는 교육에도 격차가 있다는 것. 그러나 우리는 모두 지구라는 대가족식구라는 것이다. 마지막으로 꼭 가슴이 뛰는 일을 하라고 말하고 싶었다. 그것이 나와 우리 모두를 행복하게 하는 일이라고. 강연이 끝나고 학생들이 와서 ‘우리 가족이에요!’ ‘지금은 아니지만 다음에 만날 땐 가슴이 뛴다고 얘기하고 싶어요!’라고 했다.”

-나라밖 문제에 관심을 갖는 사람이 많아졌다.
“세계시민교육을 처음 시작할때만해도 맨땅에 헤딩하는 마음이었다. 교육은 어느 한쪽만 해선 안되고 가정교육, 학교교육과 함께 세계시민교육까지 전방위적으로 이뤄져야 한다. 오랜 시간을 들여서 생태계가 조성돼야 한다. 긴급구호현장에 가면 당장 물과 식량과 치료약을 보내서 생명을 살리려고 노력한다. 그러나 교육은 마음을 비우고 처음부터 시간이 걸릴 것이라고 생각해야 한다. 10년으로도 부족하다고 생각했는데 세계시민교육을 한 지 10년째인 지금은 그래도 생태계에 봄이 온 것 같다. 적어도 앞에서는 ‘우리나라도 어려운데 남의 나라를 왜 돕느냐’고 욕하는 사람은 사라졌다. 똑같이 씨를 뿌려도 수확할 확률도 높아졌고 이제 얼어죽진 않을 것 같다. 아이들은 오히려 세계시민이란 개념을 잘 흡수하는데 어른들 교육이 더 어렵다. 유치원 아이들에게 환경 교육을 시키면 당장 집에 가서 종이컵을 버리고 양치질을 할 때 물을 받아서 쓴다. 그리고 그렇게 하지 않는 엄마에게 가르친다. 어른들을 바꾸기 위해선 시간과 노력이 필요하다.”
-지난 주 터키 이스탄불에서 열린 국제회의에서 아이들의 교육받을 권리를 위한 펀드(Education Cannot Wait Fund)조성을 논의하고 왔다고 들었다.
“세계구호기금의 2%도 아이들 교육에 쓰이지 않는다. 재난현장에 있는 아이들은 학교에 다시 가는 것만으로도 일상으로 돌아왔다고 느낀다. 교육받을 권리는 생존의 권리다. 물, 식량, 보건, 피난처와 함께 교육도 생존에 관한 문제다. 월드비전은 재난현장이나 난민촌에 있는 아이들도 1개월 이상 교육이 중단되는 일은 없도록 하려고 노력하고 있다. 아무리 열악한 상황이어도 3개월 이상 학교를 못가선 안된다. 아이들이 학교에 가면 부모들도 집안과 아픈 사람을 돌볼 수 있고, 구호단체에서도 아이들과 가족, 피해자들의 정확한 실태를 파악할 수 있다.”
-한국 청년들은 불안한 미래로 아파하고 있다. 꼭 해주고 싶은 말이 있다면.
“당장 절망에 시름하고 있는 사람에게 이렇게 해라 저렇게 해라 하는 것은 폭력이다. 다만, 지금 너무 힘들다면…그 막다른 골목이 끝이라고 생각하지 말고 골목에서 나오면 도시가 있고 나라가 있고 더 큰 대륙이 있다고 말해주고 싶다. 우리는 모두 꿈꿀 권리가 있다.”

-앞으로 계획은.
“3학기째 박사과정 공부중이다. 인도적 지원과 개발협력을 연계하는 재난경감(DRR·Disaster Risk Reduction)을 공부하고 있다. 대체 누가 공부가 제일 쉬웠다고 한 건지…그래도 열심히 해서 지난 학기 성적장학금도 받았다. 2018년까지 박사과정 끝내는 것이 목표다. ‘즐거운 한박사 만들기 프로젝트’라고 이름지었다. 프로젝트 기간은 4년이다. 어떤 일이든 즐겁게 하고 싶다. 2018년이면 환갑이라, 환갑에 나에게 주는 선물이었으면 좋겠다. 현장과 연구, 정책집행… 이 세가지를 잘 연결시키는 것이 목표다. 박사과정 끝내면 다시 현장으로 돌아가고 싶다. 현장이 답이다. 군대에선 대장 위에 병장이라고 한다는데…나는 그 위에 현장이라고 말한다. 내게 허락되는 한, 현장에 있고 싶다. 이번 여름방학엔 터키 난민촌에 간다.”

Good Morning, my dear friends and global citizens. I am very happy to be here with you this morning. I am Biya Han the principal of Global Citizenship School and the ambassador of this conference.
I’ve just attended the World Humanitarian Summit in Istanbul last week and witnessed that the international humanitarian community agreed to launch Education Cannot Wait Fund to address the gap of Education in Emergencies.
International community have been discussing the importance of Education in Crisis, however, less than 2% of the whole humanitarian funding goes to the education despite the increasing needs. 75 million children and youth like you in crisis and conflict are currently in urgent need of education assistance.
The gap in education is not only the case of crisis, caused by natural and man-made disaster but under normal situations both in developing and developed countries.
As you are well aware of, education is the number four goal of SDGs saying, ‘Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all’. But education is not simply a separated goal but at the same time it is a cross cutting theme of all 17 goals. Three years ago, the UN SG launched Global Education First initiative. In this initiative three priorities of education is stressed as 1) putting every child into school 2) improving the quality of learning and 3) fostering global citizenship.
The theme of this year’s UN NGO conference is in line with this. Education for Global citizenship :
What does Global citizenship mean to you?
We often say it is a global village where we live.
However the development of transportation and communication, especially with smartphones one click is enough to know what is going on in the world in a real time, it might be more appropriate to say ‘global house’ rather than a ‘global village’
7.5billion people live together in 5 seas and the 6 continents which we call ‘earth’. We are all families living in a house called earth.
As we live in 6 continents, let’s say our house is a 6 story’s house and the whole house is made of glass walls, floors and ceilings all no-sound proof material. So whether we like or not, we see and hear what is happening in other rooms of the house. In our ‘global house’, everyone affects one another in every ways.
For instance, if the window of the room ‘Syria’ is broken by a conflict, the cold wind comes right into my room.
If the room called ‘Sierra Leon’ is struck by Ebola, it’s only a matter of time before it gets into my room.
If the room called ‘Nepal’ is struck by an earthquake we help them not because we are rich or superior to them but because we are one family living in one house. At the same time we believe that when we are in trouble, other family members will support us with what they can possibly offer.
A person with such a perception is called a global citizen. To me, a global citizen is a person who is aware that him/herself and the globe is tightly interwoven. In that sense he/she is more than willing to do what one could do in order to discuss and solve the challenges the global community has.
<<The international community has to work together in solidarity in order to spread the spirit of global citizenship. Historically UNESCO has started ‘Education for International Understanding’ after the 2nd World War and in Korea global citizenship education has been started by the relief and development NGOs 10 years ago including World Vision. Many civil society organizations on human rights, peace and environment have expertise in such education as well. (If I have time, I will cover this part).>>
Today, we, UN and NGO, South and North, old and Youth groups including you are working together to discuss the Education for the Global Citizenship. I have established and worked for World Vision school of Global Citizenship for the last ten years and I will tell you it is not an easy job at all. It requires a lot of resources, time, energy, passion, compassion, sweat and tears. It is not a silky and a smooth road but rather a rocky and a thorny path. In fact, I as a professor and a writer, it is 100% voluntary work so I can quit anytime if I want. But I will continue to do it under any circumstance. Why? Because it makes my heart beat. It makes my blood boiling. Simply because I do believe that promoting global citizenship is one important way to reach the future we want and leave no one behind.
Now is your turn to ask a question. Is what you are doing now making your heart beat faster? Making your blood boiling? I do hope so because concerning the education for global citizenship surely makes your life meaningful and fruitful for yourself as well as for the others.
Later, when we meet again, one of you would say. “Biya I met you at the UN NGO conference in 2016 in Kyungju. “Yes? Very nice to meet you again. What are you doing now? Then I want to hear this answer from you. “I am doing something which makes my heart beat.
Indeed, it would be such a shame to use our time, energy and talent on just making money and having a comfortable life.” Instead, we can use them to make the better world for you and me and many generations to come.
This morning, you and I are working together to promote the education for the global citizenship: Achieving the sustainable development Goals together. Isn’t it beautiful? I am very proud of you and look forward to working more with you.
So let’s keep marching off the map together until we reach the future we want and with leaving no one behind.
