As the widely-followed Bill Bishop wrote in his Sinocism site, “Now is not the time for the people’s leader to disappear from the view of the people.” Mr. Xi’s reluctance to lead visibly shows, among other things, one of the weaknesses of China’s political system.
That system, as it has fought the coronavirus outbreak, has gone into full totalitarian mode in recent days. About 60 million people are now under some type of local travel restriction; men in biohazard gear are patrolling with automatic rifles in Wuhan, the epicenter.
State media boast workers built a hospital in the stricken city in 11 days. Media in China speak with one voice: that of the Communist Party. Social media censors are obsessive, thorough and speedy.
Many have marveled at the speed of state action. Among the cheerleaders is the director general of the World Health Organization, Tedros Adhanom Ghebreyesus.
China News Service, run by the Communist Party, reported that Mr. Ghebreyesus, during a meeting with Mr. Xi in Beijing on Jan. 28, said that China was “winning the admiration of the world.”
“The speed and extent of the Chinese mobilization is rarely seen in the world,” he is reported to have said. “This is the superiority of the Chinese system and this experience is worthy of emulation by other countries.”

시진핑이 공식석상에서 자취를 감추었다. 중국 공산당 총서기 겸 국가주석인 시진핑이 정권의 가장 권위 있는 출판물인 인민일보의 첫 페이지에 모습을 보이지 않았다. 중국 중앙TV의 저녁 뉴스 방송시간에도 시진핑은 안 보였다.
추종자가 광범한 빌 비숍은 자신의 시노시즘 사이트에 이렇게 썼다. “지금은 인민의 지도자가 인민의 시야에서 자취를 감출 때가 아니다.” 시진핑이 지도력 발휘를 꺼리는 것은 무엇보다도 중국 정치체제의 취약점 가운데 하나를 가시적으로 보여 준다.
중국의 정치체제는 코로나19(우한 페렴) 발생과 싸우는 과정에서 최근 며칠 동안 완전한 독재적 형태에 돌입했다. 대략 6000만명의 주민이 지금 일종의 여행 제한 조치를 받고 있다. 생물학적 위험을 막는 장비와 복장을 갖춘 남자들이 전염의 진원지인 우한 시내에서 자동소총을 들고 순찰을 돌고 있다.
국영 매체들은 작업자들이 전염병에 시달리는 우한 시내에 11일 만에 병원 하나를 지었다고 자랑한다. 중국의 매체들은 한목소리를 내고 있다. 즉 공산당의 목소리를 전한다. 소셜미디어 검열관들은 집요하고 철저하고 빠르게 움직인다.
많은 사람이 국가의 빠른 조치에 감탄했다. 응원자 가운데 한 사람이 세계보건기구 사무총장인 테워드로스 아드하놈 거브러여수스다.
공산당이 운영하는 중국 신문사는 거브러여수스가 지난 1월28일 베이징에서 시진핑과 만났을 때 중국이 “세계의 존경을 받고 있다”고 말한 것으로 보도했다.
그는 이렇게 말한 것으로 보도되었다. “중국의 동원의 속도와 폭은 세계적으로 보기 드문 것이다. 이것은 중국식 체제의 우월함이며 다른 나라들이 이런 경험을 모방할 가치가 있다.”
