These malign incentives reinforce others: China’s officials, for years, have been cautious, hoping to avoid decisions that would attract the attention of Mr. Xi’s ruthless “corruption” investigators.
At the moment, censors are scrubbing the Twitter-like Weibo site of reports that Chinese officials were taking Red Cross surgical masks for themselves. Perhaps the real Red Cross scandal, however, involves the mountains of aid boxes that are not being delivered because the government is not functioning well.
The breakdown of local governance ? and not just in Wuhan ? suggests that China’s model, despite what Director General Ghebreyesus said, is definitely not worthy of emulation by anyone.
Arthur Waldron of the University of Pennsylvania said the Wuhan epidemic “proves again how utterly wrong Marx was.”
Communism, as Marx said, may know the answers to the great questions of history, but no one at the moment is asking Xi Jinping, who had himself crowned “people’s leader” in December, about them. People are asking him to save their lives.
Unfortunately, Mr. Xi is not doing a very good job of meeting his fundamental responsibility. He can make grand pronouncements, as he did on Jan. 20 when issuing his first words on the epidemic, but his commands ? “put people’s lives and health first”? are not substitute for solutions.

리스크 컨설팅 업체인 유라시아 그룹은 1월24일 이후 해고되거나 징계 검토를 받을 예정인 관리가 33명인 것으로 집계한다. 해고는 다른 관리들이 가급적 일을 적게 하도록 납득시켰는데 이는 과오를 범해 자신이 해고되는 것을 피하는 데 목적이 있다.
이런 일련의 악성 인센티브가 다른 여러 가지 인센티브를 강화한다. 중국 정부 관리들은 시진핑의 무자비한 “부패” 조사관들의 시선을 끌 수 있는 결정을 회피하겠다는 희망 아래 여러 해 동안 조심해 왔다.
현재 검열관들은 중국 관리들이 적십자사의 수술용 마스크를 개인용도로 빼돌렸다는 각종 보도를 트위터 비슷한 웨이보 사이트에서 삭제하고 있다. 그러나 진정한 적십자사 관련 추문은, 정부가 제 기능을 발휘하지 못하기 때문에 산처럼 쌓인 구호품 상자가 전달되지 않는 사태일 것이다.
단지 우한뿐 아니라 여타 지방 행정의 실패는, 게브레예수스 사무총장의 발언에도 불구하고 다른 사람이 모방할 가치가 분명히 없다.
펜실베이니아 대학교의 아서 월드런은 우한의 전염이 “마르크스가 철저히 틀렸다는 것을 다시 증명한다”고 말했다.
마르크스의 말마따나 공산주의는 역사의 각종 큰 문제에 대한 해답을 알고 있을지 모르나, 지난 12월에 “인민의 지도자”를 자처했던 시진핑에게 그 해답에 관해 지금 당장 물어보는 사람은 없다. 인민들은 자기네 목숨을 구해달라고 시진핑에게 요구하고 있다.
불행히도 시진핑은 자신의 기본적인 책무 이행을 별로 잘하지 못하고 있다. 이번 전염에 관해 그가 처음 언급했던 1월20일에 그랬던 것처럼 시진핑은 거창한 선언을 할 수는 있으나 “인민의 생명과 건강을 첫째로 삼으라”는 식의 명령이 해결책을 대신하지는 못한다.
