[WT논평] Many international organizations have gotten off track (1)

Over the years, many observers have become disenchanted with the United Nations. Setting up international organizations to bring countries together for discussing and dealing with common concerns is an intuitively good idea. Unfortunately, like an unsupervised kindergarten class, the U.N. and many other international organizations have gotten off track.

What leads them astray are two common misconceptions.

The first is the wrong-headed notion that international organizations should supplant rather than serve sovereign states. Too many big thinkers and bureaucrats within these outfits, perhaps having watched too much “Star Trek,” start believing that their pet organization is the natural precursor to the World Federation.

Undisciplined, unaccountable, and unconstrained international organizations threaten popular sovereignty. If states are accountable to international organizations, not their citizens, then basic human freedom is irreparably compromised.

The other big “no-no” is thinking that all nations are equal. They are not. Many malicious regimes have, from the start, used the opportunity to engage in international organizations as an invitation to make mischief.

Giving authoritarian regimes positions of power in an international organization is the equivalent of letting Pennywise the Clown manage Amber Alerts. Yet we regularly see the world’s worst human rights abusers get elected to the U.N. Human Rights Council.

Some of those international organizations, having convinced themselves that the U.S. is the real threat, and have trained their sights on America.

지난 여러 해 동안 다수의 관측통은 유엔에 환멸을 느끼게 되었다. 각종 공동 관심사를 논의하고 처리하기 위해서 국가들을 집결시키기 위한 국제기구의 설립은 직감적으로는 좋은 생각이다. 불행히도 감독 없는 유치원 학급 같은 유엔과 다수의 다른 국제기구들은 궤도를 벗어났다.

두 가지 흔한 오해가 그런 국제기구들의 탈선을 유도했다.

첫 번째는 국제기구들이 주권국가들에 봉사하기보다는 주권국가들을 대체해야 한다는 비뚤어진 관념이다. 이런 기구들 내부에 있는 너무나 많은 거창한 사상가들과 관료들이 자기네가 애호하는 기구가 세계연맹의 자연스러운 선도자라고 믿기 시작했다. 아마도 그들은 “스타트렉”을 너무 많이 보았을 것이다.

규율이 안 잡히고 책임지지 않으며 제어를 받지 않는 국제기구들이 국민의 주권을 위협한다. 만약 국가들이 자국의 시민들이 아닌 국제기구들에 책임을 지는 그런 경우가 되면 인간의 기본적인 자유가 회복 불가능할 정도로 위협받게 된다.

“해서는 안 되는” 또 다른 중요 사항은 모든 나라가 동등하다고 생각하는 것이다. 모든 나라가 동등한 것은 아니다. 악의를 품은 수많은 정권이 국제기구 가입을, 나쁜 짓을 해도 괜찮다는 초대장 같은 기회로 처음부터 이용해 왔다.

하나의 국제기구 안에서 독재적인 정권들에 영향력 있는 자리를 제공하는 것은 광대 페니와이즈에게 아동 납치 경보의 운영을 맡기는 것과 같다. 그럼에도 불구하고 세계에서 가장 심하게 국민의 인권을 탄압하는 나라들이 유엔 인권위원회에서 위원국으로 선출되는 사례를 우리는 자주 보게 된다.

그런 국제기구 가운데 일부는 미국이 진정한 위협이라고 굳게 믿으며 미국을 공격 목표로 조준해 왔다.
