미국 보건당국, “우한 폐렴 위험 여전히 낮다” 고수

우한 폐렴이 전세계로 확산되고 미국 내 확진자도 5명에 이르고 있지만 미국 질병관리센터(CDC)는 이 전염병의 위험 수준이 높지 않다는 판단을 27일(현지시간)에도 유지하고 있다. CDC는 신종 바이러스 감염 사태에 따른 위험은 △확산속도 △통제 가능성 △증세의 심각성에 따라 평가해야 한다며 사람간 전염이 확인됐다는 이유만으로 우한 폐렴이 미국 사회의 보건에 심각한 위협을 주고 있지는 않다고 판단했다.

다음은 CDC가 신종 코로나 바이러스를 ‘낮은 위험’으로 평가한 전문.

위험 평가

신종 바이러스에 의한 감염 사태는 언제나 공중 보건의 우려 사항이다. 이런 감염 사태의 위험 수준은 바이러스의 특징(사람 사이의 전염 여부와 속도 포함), 감염에 따른 증세의 심각성, 바이러스의 충격을 통제할 수 있는 약물이나 수단의 존재 여부에 따라 달라진다.

조사가 진행 중이기는 하지만, 2019년 신종 코로나 바이러스는 사람간 전염이 일어나고 있다. 중국 당국은 중국 내부에서 지속적으로 사람간 전염이 일어나고 있다고 보고하고 있다. 미국에서는 아직 사람간 감염이 발생하지는 않았으나, 어느 순간 발생할 가능성이 있다. 중요한 건 사람간 감염이 지속적으로 급속하게 이뤄지느냐 여부다. 어떤 바이러스(예: 홍역)는 전염성이 매우 높지만, 다른 바이러스는 그렇지 않은 경우도 있다. 따라서 신종 코로나 바이러스의 위험을 평가하려면 이런 점을 인식하는 게 중요하다.

미국 질병통제센터(CDC)는 신종 코로나 바이러스는 공중 보건의 매우 심각한 위험으로 여기고 있지만, 현재까지 확인된 정보를 토대로 했을 때는 일반 미국 사회에 대한 즉각적인 위협은 수준은 낮은 것으로 보인다. 그럼에도 불구하고 CDC는 선제적 대응 태세를 갖추고 있다.

Risk Assessment

Outbreaks of novel virus infections among people are always of public health concern. The risk from these outbreaks depends on characteristics of the virus, including whether and how well it spreads between people, the severity of resulting illness, and the medical or other measures available to control the impact of the virus (for example, vaccine or treatment medications).

Investigations are ongoing to learn more, but person-to-person spread of 2019-nCoV is occurring. Chinese officials report that sustained person-to-person spread in the community is occurring in China. Person-to-person spread in the United States has not yet been detected, but it’s likely to occur to some extent. It’s important to note that person-to-person spread can happen on a continuum. Some viruses are highly contagious (like measles), while other viruses are less so. It’s important to know this in order to better assess the risk posed by this virus. While CDC considers this is a very serious public health threat, based on current information, the immediate health risk from 2019-nCoV to the general American public is considered low at this time. Nevertheless, CDC is taking proactive preparedness precautions.
